Is there a good VOIP thats, cheap/free?

Something like magicjack, you plug it into your network, pay 20$ a year and are given a phone number and unlimited calling. Are there any other services? Magicjack you need to buy the USB tongle which is 40$. Just seems like too much for a service that is using your internet.

Do you need to make outgoing calls or just need it for incoming calls?
