Refund for Money Ebay Owes Me on Stealth

I need some advice from you guys if you have had this experience before:-
Long story short,I have a credit balance in my Ebay of over $2k(final value fees),My stealth ebay&paypal (same info on each) got permanently limited -Ebay shows a credit balance on account,Although I cannot update any information on my ebay,I called ebay and requested that the credit balance be sent to another paypal which I have access and can withdraw from.Do you guys think Ebay billing will allow that? Refund in the from of cheque is not an option also
Although Customer service rep requested it for me and now it will be upto billing to either allow it or not as per rep.Please chime in...

I think it is unlikely it would be allowed, they would maybe say pay by check ...

I mean, if paypal is limited and you cannot pay with it at all you are stuck, but ultimately if eb want their money they should bend a bit or work with paypal to let you add a card and pay, as you can easily say you cannot and therefore will not pay it...

You can send the balance to another PP (and that's a bad request as well).

Check can be done - check in the mail
