Is paypal serious? Limit on 1 account

Hi, One of my stelath account got limited for a strange reason I guess..

Why is my account access limited?

Your account access has been limited for the following reason(s):

14 May 2014: It's been a little while since you used your account. So, we just want to make sure that you authorized some recent transactions.

thats their message I have sold an item yesterday at ebay (this account wasnt very active I didnt login to the paypal few weeks)
and boom after the selling got limit..

I dont understand what I have done wrong , I check Ip before I login each account , unique User in the computer and etc..

What are they asking you to submit to them?

they want :
1. verify my credit card ( that my paypal account is allready verified with credit card)
2. billing proof of water /elctricity .. (of the house that registered on the account )

the account is stealth what can I do?

What happened is your account was inactive for a while, then when you listed they hit your CC for a soft hit of $1. Your CC failed the soft hit, and your account became limited.

Add a new CC, confirm it, and then supply anymore info.

It's a relatively easy limitation

You cannot avoid these test charges - this is how PP makes sure your credit card is valid

but my credit card was vaild, so each vcc I must have atleast 1$ in it to pass Paypal test?

yes like others have said they tried to charge the card $1 and it failed

Then get a different card - PP is serious here

Yes, your card should always have funds on it.

If the vcc has no balance available it is no use.

If you used entropay you should have funded it with at least US$10.

I do that so if paypal ever tries to 'check' the card is OK ( by taking out money)
there is enough.
