That's because eBay know they are probably one of the most counterfeited items out there. Asking for a limitation / suspension and asked to be asked for invoices.

With these things, it is not even a counterfeiting issue. I bought USB sticks from 3 sellers on eBay and ALL THREE turned out to be small drives formatted to look like 32 or 64GB.

One seller refunded me when I complained. Another sent me a real drive. The third didn't respond at all and I had to open a case to get my money back. Then he sent me a nasty email.

None were Sandisks, but the same problem seems to plague all of these USB drives.
