[LIMITED ALREADY] New Paypal after moving country? Help guys

So my paypal is permanently limited in my home country.

But I will be going to canada or US within a year for studies and can I open a new account there?

but how will they know its a second account because everything except the name will be different right?

this is assuming as a student I get the necessary docs required to get the new paypal verified, i think it should not be a problem but still i don't know which docs as IDs do students coming as international students get

and if those docs are enough for PP verification

Possible way out to start using paypal all over again...and btw I run an online biz and i've already lost lots of sales because my paypal was limited and i want to get back on track....
