What are you planning on doing with the funds in the account if you do not plan on withdrawing them?

You still ideally want a verified PayPal, but you could use a VBA for that.

Its lets you verify the PayPal which makes the PayPal a lot stronger.

If you just plan on buying items using the PayPal funds then a VBA would let you verify the PP and you would be pretty set to go.

Just make sure you do not try to send money to some other PayPal accounts that you also own or friends and family and getting them to cash out for you

is there any difference with a bank account and a vba? or will it come down to the same thing?

VBA can only be used to verify the PayPal.

A bank account can be used to verify the PayPal but can also be withdrawn into from the PP

Make a new bank account or use one you have not previously used with paypal
That way you can withdraw the cash to your bank

Don't transfer your funds between PP accounts its much safer to do it to a bank account
