PP 21 day hold

The date usually reduces from 21 days to 14 when clicked dispatched & even further when a tracking number is added, however this hasn't happened to an account I've started selling on. I've added the tracking number to eb & PP. Any ideas?

The account is a fairly established buying account, fully verified with all limits removed.

Payments become available about 3 days after item is delivered from my experience.

On established seller accounts with over 25 transactions, $250 in sales and over 3 months old, holds go away altogether.

I've got 2 accounts so far where holds are non existent.
