hi a rolling reserve was placed in my account on 26 september but today i receive another same rollng reserve email on 12th october now does this mean i have to wait another 4 weeks till all my money is cleared as i have a lot of funds pending.

Why have you left a lot of funds in the account! These days everyone knows or should know never to leave funds to accumulate in accounts like this, for the very reason you are describing. They could well be going to keep you waiting for your money, with review after review, and with Amazon especially there will be nothing you can do about it.
Have they given you a chance to appeal the review? Sometimes they do. You could try that if you really want to, sometimes it helps speed up the process, not always.
With reviews, I've found, it's usually best waiting them out.

I had a similar issue on one of my newer accounts (no where near that value)
I just waited it out took around two months, all is good now.
I don't understand why in the UK as Rosie said you would allow such a balance to accumulate, you have the ability to disburse daily.
The rolling reserve will allow funds to be disbursed on daily basis as long as you keep selling.
I assume from your earlier posts this is a new account and you are not a FBA seller, this will be the reason for your review, and I fully understand and agree why amazon have done this.

While an account is in review, Amazon does not allow you to withdraw funds daily. As the OP has said, the balance accumulated after the first review began (over a 2 week period).
Im going to say this: At the end of your review, just when you think youre going to get your disbursement, you will get that email at the last hour saying your account has been suspended. Especially with 20k and 2 reviews. It has happened to me and a couple others a few times. A review while in review is them fvcking with you. The second your account goes into review, you switch to vacation mode and you stop selling. You dont give them anything else to look at.

So now you are telling us over a 2 week timescale you sold 20k of items!, and it's a new account clearly as you had no sales then suddenly shot up to 20k, that is way over enough for Amazon or any internet site to put you into multiple reviews, in fact you are more than lucky to have an account left at all, do you not think?
All over this forum is advice to start off selling slowly, just a few things from around your house then very gradually to increase what you sell and the amount, that wise advice obviously went clear over your head.
can a disbursement be reversed as now they have deleted my account but i received a disbursement emal and have contacted amazon and they say the payment is on its way.
Digital products and then you wonder why your accounts are going down like flies!, plenty of forum advice on not selling very high risk items like digital goods where there is no actual posting and shipping of goods.
