How we can have our own VPN in our country.

I wonder how can we have our own VPN
in our country. I purchase from 24vc and they offer a really good service, But they don't have my country.

Is there any way i can create my VPN For my country??
Any tutorials, Any steps i need to follow to make this happen?

you can find a VPS provider and install open VPN, then use whatever client software to log in

should be less than $5 a month

I have tried to find Nicaragua
but only there are providers like HMA, and most of does VPN service are mark as high risk, So they won't work

What im looking is how to create my own VPN Inside my country ( Nicaragua )
This way i will be able to manage does private VPN
