If your paypal account is limited then no payments can go out of your paypal account.

Nope. Ebay fees will not taken out until ebay will start collecting them.

I mean since I use auto debit to Paypal. If Paypal got limited, will eBay debit got bounced or will Paypal let eBay debit them since they were basically one family.
