Need many VCC's - Best option?

Hey guys,

What is everyone using for VCC? I need many VCC's that I can load with ~$20 and set the billing zip code on the fly. The cards need to be issued by a USA bank.

Is there anything like this?

Hmm I have used gift cards to buy in the past but not sure on status of them at the moment.

AZ cards are hard to find. And prices are quite nasty.

And getting harder to find. I had two great sources that always worked up until recently. I'm willing to pay a fair price if I just knew who had cards that would definitely work.
