My stealth paypal has limited.
They requested me a list of documents that i can not provide. so can i withdraw my money after 180days without upload documents?

The answer is most likely yes.
If there is something very serious about the situation they might still ask for identity verification but that is very uncommon.

My other new stealth paypal has login every day for trust in 1 week but still can not pay for a $10 shirt on eb.
Im really confused with paypal nowaday

Logging in once a day for a week does NOT gain you paypal's trust.
Youll need to have the account for several months, plenty of activity of all types and exercise proper stealth (dedicated clean IP address etc etc). Paypal are very strict these days. No way around it.

Post your steps on what you have done with PP - is it .com? Verified? Confirmed?

I bought an ebay stealth account in forum which included paypal (verified by VBA, phone confirmed but without card verify)
I used a vps to login my paypal and ebay everyday.
Money from ebay are avaiable in paypal then i think i can use it to buy some stuffs on ebay.com (because i dont have us bank to withdraw)
I have tried with small amount like buy a $10 t-shirt or transfer $5 to other paypal but not success.
Error: "not accept payment method..."
