21 hold on pratically everything

Get 21 day hold on all my vero sales and even some of my non-vero sales, on one particular account, I dont get it with any other UK ones, just this one.

Can anyone think of a reason why this happens to some and not others? Does it mean they are suspicious of this account for some reason? If so, why dont they just ask for ID, or phone me etc..

Maybe 1 account is older than another?
Maybe 1 account has more feedback than another?
Maybe 1 account is selling safer stuff than another?
Maybe 1 account was created a little differently than another?
Maybe 1 account has been reported by buyers more than another?

There are a lot of places that the famous IF can take you for a reason.

is this 21 days hold rule only apply for eBay-eBay transactions? or even for outside no eBay transactions? thank you

I heard only Ebay transactions.
