PayPal Sealth Account[Send Money Problem]

I have a problem when I try sending money to someone
My account in good standing
when I try to send money good amounts 10-50$+
not working and got an error and sometimes got verification phone
but when I try to send money small amounts 1-4$ its working and success

How can I fix this problem?

How old is your account?
How much money has your PayPal taken in?
Do you have a bank account/VBA attached to the PayPal?

my account old is two month ago
how much money ? now 52$
Have BAnk Account/VBA ? no VBA or bank account no vcc too attached

Well that's your problem, No VCC, No bank....PayPal doesn't trust you at all.
