Need help to cash out funds from stealth US pp?

Hi
My US pp is limited with $2.3K in it and ready to withdraw funds.
Is there any reliable service or person help me at a low commission?

Also I have the textfree number of this account but if pp sends a text while adding a bank account how am I going to pass it?
