How to close a limited PayPal account?

How can I close a limited PayPal account? they are keeping sending me e-mails. I can't update the infos. I just want it closed, terminated.

I live in European Union. Aren't any laws to make this craps delete all my infos?

Account was limited 3 years ago!

No way you can close a limited account. It's one of the things they specify you CANNOT do when the account is limited. And it's something you agreed to when you opened the account and accepted the ToS they presented you with.
