Paypal Debit card difficulty

Hi,

My account is from 2008 and I'm having issues getting the Debit Card.
I get probably 1-2 disputes every single month out of 200 sales. I guess once you hit that much of sales, you can't be dispute free -_-

So I can't get the debit card now. Even when I was dispute free for 45 says, they still decline my card.
PP acc is verified premier.

Any suggestions how to get this so I don't have to risk getting money frozen in the account while I transfer to bank?
