Paypal debit card is getting declines

Recently got a paypal debit card in the mail, this is first debit card with this account. I go ahead and try to with draw from the atm. The only things that comes out is a paper " Cannot be processed. Please contact your financial institution"

So, What gives? Any fixes?

Did you activate the card by logging into the Paypal website and telling it you actually have received the card? Have you set a PIN number for the card? Are you using the card at an ATM using the proper network?

Activate the card, was the first thing i did, pin already set. I tried to withdraw from National City. I guess, i'll just have email them, this sucks.

just call the number on the back. they cut mine off for suspicious activity every month and I use it at the same 3 places every time.
