Bank account question

So basically to open a new paypal on morocco we dont need to provide bank account information only the credit card . So i'm assuming that i can open a stealth paypal with my masterd card since my visa card is already burn ( igot suspended definitively from ebay so thats mean that i cant use this visa card anymore even if my paypal is still running good ) i'm assuming that because i read that paypal doesnt access my details information from my card

what do you think guys ?

Based on what you're saying, if you follow good stealth methods, you will be good with a new credit card - pp will only see what you provide to them...
