As soon as you enter your Vcc PayPal is confirming the address & setting the send limit automatically to $2,000.00 with a $500.00 withdrawal. Now the only way to verify PayPal is with a bank account or a PayPal debit card (SSN).Even though the address is confirmed.
Some Mastercard Vcc are dead.

Haven't gone there...sorry cannot help. I just thanked you in your update post. I have other Vcc's I use. Perhaps the PP debit card is now more readily accessible?

As long as i remeber i always had to eather add a bank or a ssn to up the monthly w/d limt.

Before you could be verified with just the expuse on the Vcc. You no longer need to input the expuse,it auto confirms the addy. Now you are only verified with the bank account,or PP debit card. It is a small change along with other ones today.

o i never noticed that i know as long as i remeber to become fully verfied u had to eather add a bank and a CC to comfrim address useing exp use or add a bank and verfiy ssn other wise it will say uncomfrimed by ur name.

No, doughboykilla, you are right. It has been this way for some time now. Paypal seems to vary by region, I suppose.
