Hey,

Q1- I used to pay eBay fees using my credit card in my restricted account, should I change it?

Q2: Can I link the same credit card I used before to the new PayPal for purchases only?

As I understand these steps should I do,
First, create a new user account in windows without clearing cookies of browser for this user + Change IP (Q3 here: should I buy IPBurger or change IP buy resetting router or contact network provider to change IP for me? should every time to log in user account change that? )

Then create PayPal and eBay...etc

Q4: What about name that I will choose, If I used the same first name + middle name will that work or eBay will detect that?

Q1&2: I wouldn't risk using the same CC. Try creating a virtual credit/debit card if your bank allows it. You should also have a new bank account for withdrawing purposes (and to verify PayPal). Some banks allow to create saving accounts (with their own associated numbers) under your main account.

Q3: You could use phone tethering (using your mobile data on your PC) to change the IP address. The thing is that if you're from Morocco, then buying an IP from IPBurger would be pretty useless, because your IP should geolocate at least to the same country you live in, and IPBurger doesn't have Moroccan IP's. And using a different country's IP would be a PITA for verification purposes, if eB ever requires this from you, of course.

You should only change the IP each time you log-in if you have multiple accounts. If you only have a single account then there's no need to change the IP on each log-in.

Regarding the user account on your PC, I personally prefer using VM's, as they have their own ecosystem and it's easier to isolate each one from the others.

Q4: Ideally the name should be different. In fact, everything should be different: name, address, phone number, IP, etc.
