I made a mistake regarding creating new paypal, I used my old visa for verification for the new stealth paypal. then I removed it.

Can I add a new visa instead that one I removed or Paypal recorded that and ebay easy to link my old account with this one even if I removed it and add a new one?

Or create a new paypal again and don't use the new bank account that I used for this stealth? I am very confused!

Paypal already has that on record so this paypal account is more than likely linked to your old one.
If the concern is paypal linking the accounts then youre done with it.
If the issue is ebay then you can continue using this paypal. Ebay cannot see the cards you add to your paypal account and that info is not shared.
The safest way to do it though would be to start over. If the paypal is new anyway don't take any chances.

The big issue that I have with ebay because of MC011 and banned, so will ebay know that I am the same person and link my suspended account because of using same credit card on Paypal or not?

No they will not.
They can link you through a lot of other means though so be very careful and detail oriented when you go about it.
