My opinion is:

Every seller should have proof of SSN or a valid alternate available IN THEIR POSSESSION, to provide to PP each and every time it is asked for. It should not be overlooked or put aside for doing some other day.

Or perhaps a lobotomy.

I learned my lesson the first time. Never will I create an account before getting prepared getting limited.

And if u dont have a unlimted supply of SSN's then remeber when useing paypal that u could get limted at any moment and never ship anything off till the money is in your hands. cause if u get limted the buyers can always get a refund.
