verification of identity before the sale, and a call to ebay

Tell me guys, it matters if a newbie’s account is on ebay, and before you make the first listing, call ebay and say - check my identity, I want to sell on your site.
I want to listed the first listing. So you do not block me.
It will be better than not calling, but simply listing the first item (book) and waiting for the lock to arrive, to make a call and ask for an unlock. ?
