I need help with Paypal limit (New Accounts)

Hi. I have 2 brand new (stealth) accounts. One sold 1 items and one didnt sell anything. After few days when i linked my bank, i got limit from Paypal and here is what they send to me. I used bank i rent. Please help me if i can lift it and sell again.

I used Wells Fargo Bank, N.A. I dont know if this bank have problem :(

Some guy i see on internet do this service. I think they just called to Paypal and make it done
