When you say new IP address, what exactly do you mean?

Did you just change it with the ISP, if so using the same network card will result in the same MAC address.

I suggest the following:

New Computer (Sometimes A new User Account Will Work)
New Internet (Best bet is Dial Up or USB Dongle)
New Debit Card
New Address
New Name
New Phone Number
Selling Different Items than previously used accounts
New Description of said items
New Seller Store Name

With all the above you MIGHT just be LUCKY enough to get back on.

The new computer may not be needed. I've had good success with just changing or spoofing the MAC address.

Seems like original poster didn't spoof MAC, that's what they are getting him on.
