Will this method works
 

I have a few unverified paypal accounts with around $1000 in each account and i want to withdraw money from it.

Is it safe to send money from the unverified paypal to VPP and then withdraw money from the VPP? any limitation and concerns with this method?

You may wish to open a ccnow account and consider paying yourself through that, just a thought.

but the problem is, can i buy a lot of giftcard with unverified PP? how large the transcation and how frequent wont a flag be raised? and does ebay accept unverified PP?

The amount varies, but many say keep withdrawals under $500, expect to get limited and take things slowly, I cant stress that enough, you should build up each paypal SLOWLY, your walking on egg shells with and unverified paypal, so have lots of them an tread carefully.

Build up some decent feedback in the associated ebay account first and wait for paypal to stop holding your payments if you intend on selling anything paypal considers "dodgy".

You can buy as many giftcards as you want and make paypal accounts with them.

You can try to get an atm debit card for the account to withdraw, you can buy gift or wal mart visa cards, you can send payment request from your real paypal account for amounts under $400, you can by easy sellable items from place that let you alter shipping address using paypal.

you could start a prepaid online checking acct, set up your paypal with this checking acct, transfer all of it over then use the prepaid debit card that they give you with the checking acct to spend the money

If the name and address are similar to the one on your bank you can have them mail you a check and then deposit it in your banks ATM machine overnight. When the process them they just put in your deposit slip and deposited check through the magnetic reader and deposit it into your account. I have deposit checks with the name left blank and totally different and they clear, as long as the amount is not over $400.

in Aus unverified accounts get hit with the anti-money thing around the $1000 mark, though i have no idea about the USA's or others rules

yes that why you see vouchers and gift cards going way up to their value or more, wouldnt make sense as someone can go to a shop and buy it for same or less - they are mainly people trying to use up their paypal money.
