One acct hit with Paypal limitation - need help...if possible

Ok so a Paypal account got hit by limited. I am in Canada so I need someone's help in pointing me towards an Ontar-o-i I-D for identity verification purposes. If person can also help with other parts of the verification...well we can discuss, PM.
