What exactly does paypal check when they look up social security numbers? Name? date of birth?

Seems like they couldn't check address because you could have just moved or something.

Is it a bad idea to create stealth accounts using other peoples SSNs?

Degfinetly a bad idea....paypal will have to report all earnings to the lovely people at the IRS coming 2011, so you might now want to mess with other's SSNs.

Paypal is only going to report those who make 20k or less in sales or like 200 sales...

Using someone else's SSN without their permission (heck, maybe even WITH their permission) would probably constitute fraud and/or ID theft.
