New selling accounts will usually get a call to enter PIN it seems - is what I think he is saying.

Yes, but for me the verification phone always comes before I can even enter the first item

It just happened to me... It's not just a 4 digit pin code you have to enter... It's also an answer to the security question... It means you can be in trouble if you bought an account from someone else and dont know the registration/security question and the answer... I was able to contact the Live Support and identify "myself" with just one question and the answer...
It depends on the account, I guess and how old it is...
