I only need to get my shipping up to 4.60 up from 4.50. How do I get this up?

Also, the don't tell you your next evaluation date. Any idea where that can be found?

Use NEW Packaging, (Boxes or Whatever), Include a Copy of the Ebay Invoice and SHIP FASTER!!!

Look on the Seller Dashboard where your Detailed ratings are, your Next Evaluation Date should be there.

Toss in a few low priced penny stuff to get some 5 star feedback from wanderers. Free listing so why not I would say.

Quickly re-appraise your selling plan.

If it means getting out of bed early to ship, then change the amount of time for delivery. (Or get out of bed early.)

I've found that you cant say 'it's just this DSR' that is low. Something is not going as well as it should to maintain TRS. Get with the program, emails to woo the buyers, notes in the parcels.
