New stealth PayPal account needs location confirmation.

I bought a PayPal account. When I finished adding an bank account to it, it was limited, requiring for location confirmation. The limit started on the day when the paypal account was created, but PayPal noticed me when I added an account..
What can I do with this? Should I just give up this PP account?

adding a bank account does not cause a limitation

Something caused the trigger... phone number, ip address, physical address, something.
