Have tried to register a new account in another window user and have such limit. But for the new registered account that is registered at other clean PC, doesn't have such limit. And for those who have such issue, did you just use the CC that are being used previously? | Sorry if I come across rude, it's not my intention, but your post and theory is totally wrong. It has nothing to do with stealth or non-stealth. One of the reasons why eBay takes a closer look at you is if you do erase flash cookies. You're supposed to leave them, not erase them. Erasing them will make you seem suspicious.

The solution? Make new accounts NOW, list 10 items, next month 10 items again, and the next month 10 items again. You'll have accounts with 15-30 feedback (since not all buyers leave feedback) and ready to sell more in 3 months.
Selling limits have been in place for at least 1 year now. On an account with 120 feedback, I got a selling limit when I sold about 80 items a few months ago. I wasn't able to sell until I checked again last month and the account feedback is now at 180+, it lets me list more.
So, what happens is basically the more feedback you have, the more you can sell. If you have 0 feedback, you can sell 10. If you have 20 feedback, you can sell maybe 40. If you have 120 feedback, you can sell 80, etc.
So if you need to sell 100 items now, make 10 accounts, sell 10 items on each (10x10=100) and do the same thing next month. If you need to sell 200, make 20 new accounts. And in 3-4 months, you will have 10-20 accounts and you'll never have to worry about not being able to sell.

Imjustme,
I agree with everything you are saying. I totally agree that the comments about selling limits only applying to stealth accounts is theory that is completely wrong.
The problem is, I am now at the point where I must examine my business model.
With these new policies, it may not be worth my time to create new accounts.
I am at the point now where I am about ready to give up on ebay.
I get low DSRs because I sell items from Asia, American customers love to buy these cheap items and they are happy with my products, but they want them quicker .. and they don't want to pay for shipping. Well this sounds lovely but so far I have not yet found a courrier that does express shipping for free. I am unable to meet eBay's expectations as a seller. The whole system seems to be designed to get rid of Asian sellers.

I ship 100% of my items from Asia. I have an average DSR of 4.6 to 4.8 on all of my accounts, none under 4.6 and I ship 100% with normal Air Mail.
If I can get high DSRs, why can't you?
What do I do? I put a small piece of paper inside the package, somewhere they have to read it, like at the opening of the box inside, where I explain that I ship from overseas which takes longer due to Customs, etc. etc. and I ask them to please remember this when leaving feedback and please (yes, I beg) leave me 5 stars. The result? A 4.6 to 4.8 DSR, from US buyers, many of them waiting 2-3 weeks for their items.

I just tested this on a newer account. I have only 15 DSR on this account, but it's now letting me list 14 items (+2 which are already sold in the last 30 days, so 14 total) before I hit the block. When I try to list 15, I hit the block. So it does increase automatically as you get more feedback.

I got some good news regarding these limits.
Now it shows on ebay's website that the selling limits should only apply to new sellers with accounts less than 90 days old. However we have heard reports from powersellers than have had problems with these new limits. I just spoke to a friend of mine with 2 powersellers accounts with more than 1000 feedback each. He had emailed ebay to say " I am a power seller with a top rating , please review my account and lift the limit "
Well it worked, 24 hrs later he got an email that they are pleased to inform him that they have lifted his limits.

There are 2 different kind of limits:
- New sellers are limited to 10 items (active and sold) per month. This appears to apply to seller accounts that are older than 3 months too, which have never sold before. I get the limit too on my accounts that are 1+ year old that have never sold anything, so it's not just on 3 months old or less.
- Existing sellers appear to be limited to 100 active items, or they need to email eBay to increase that limit. In my opinion, it's insane anyways to put 100 listings on a single account. Better spread out 10 listings each over 10 accounts, or 5 listings each on 20 accounts.

Believe me, if everyone gets hit with these limits, eBay will have to adjust them. They will face a huge amount of calls and emails over this if it affects all sellers. I remember back in 2008 some big sellers even got hit with selling limits, and then there were suddenly less and less complaints. My guess is that they introduced something and made it too tight, now it's affecting everyone, they will face a huge amount of complaints and will have to loosen it up.

little tip,
no matter what country you are in, if you sell under ebay motors, you dont have a limit, and if you sell under ebay motors paypal will also never do a 21 day hold on you, EVER!!!!!!
Trust me, plenty of products under ebay motors to make profits on..
Also, There is no Vero program designated to Ebay MOtors at this time yet..
Call ebay and ask them. They will clearly tell you...

Well, news flash, you have to work to get money. If you need to 20 bank accounts and debit cards, you need to go to the banks and open those 20 accounts. I can open 10 accounts in a day, so that's 2 days of work. If you're too lazy to work for 2 days to get those accounts, you should start growing money trees, not complain about not being able to sell.
Sorry if I come across too harsh, but that's the truth.

USA sellers have reported the same thing, as have Australian sellers.
There is a good way around this. Spread your listings across 10-20 accounts. It's much safer anyways and you can withdraw more money through PayPal too. Imagine withdrawing $100 from each of every 20 PayPal accounts per day, instead of just $100 from 1 account.
No cash flow problems, no close looks from eBay, since you're just listing 4-5 items on every account. Stay under the radar.

I should mention something funny. On one of my Singapore accounts, which is only a little over 30 days old, I was able to list over 100 items in Antiques, while I was only able to list 10 items in Clothing. So this 10 items limit is category specific. You can list as much as you want in low-risk categories, such as Antiques, but you can't list more than 10 items per month in the first 90 days in high-risk categories.
