A question when create Steath Account

I got a question when create Stealth Account.
Because maybe i need create many accounts for use later, so can i use one IP when first time create account, and after sometime when i really back for use that accounts, can i use another IP?

Another question.
Can Paypal and Ebay track our Mac Address, Hdd Serial, Key windows?
