ok so a private feedback (probably dodgy) buyer bids on a $250 item, and to my relief they say changed mind and want refund, so immediately refund them, and then they email saying changed mind again and do wnat it sorry etc, so Im wondering the reason I wanted to refund was because I didnt like them having their SND rights - if I ask for money again thru paypal, does it mean it is an off ebay transaction and therefore no SND rights? I have no problem with non received issues as it will go with tracking.....

or does email saying that I agree to having money returned mean that it is proof of it being the original transaction?

Maybe I should cancel original transation first, but not sure if buyer will agree to that. btw I doubt they know what is going on in my mind about this.

NB. buyer not only has private feedback but also lives in a very bad part of town?!

This story flags bells to me. I don't know what you are selling but if I were in your shoes, I treat every transaction as one try for the buyer via Paypal. Now that you have refunded, don't risk Paypal especially given weird history.

Tell him, either certified cheque in mail and wait for it to clear or some other way. With private feedback and (bad part of town), why risk your account? Chargeback could happen, stolen funds, etc. Nope - not advisable.

This whole situation is strange and would worry the hell out of me. I wouldn't deal with them any further.

Id be interested to know its status though - would you say this is off ebay transaction? isnt paypal ok if off ebay? but not sure if this is off ebay,

I mentioned cheque they said prefer paypal and whats problem.

chargeback cannot happen if goods received with tracking or am I wrong?

If you feel it's okay, then go through PayPal. I'm pretty sure as long as you provide the tracking and it is signed for that no chargeback can be issued. You might want to send it via next day delivery because recorded isn't guaranteed to get there where as next day is and keeps you up to date with the whole process (thats what I do now).

First they buy, then they do not, you assist with a refund, then they want again? Sorry you're being set up. Tell them the item sold to another party. Time waster. :fight:
