Here's the thing with the particular item limits, it's been said so many times before: be ready with more accounts when it happens! You can also spread out your inventory, so once a limitation comes you can move to the next item and sell the limited item on another account.
I had this experience when I first started, but I was prepared. You can have two or more eBay accounts attached to each Paypal. Whenever I make a stealth eBay+Paypal I always make two eBay accounts even if I don't use the extra one. They can always come up handy, like in this situation. I think that would be your best bet now.
Even if you create a brand new stealth eBay+Paypal, you'll still have to wait about a month to list the item that's currently limited. So by the time the new stealth account is ready to sell, the limit will be over anyways.
You can open a new eBay account attach it to your Paypal and list the item. That's probably your best option right now along with creating another stealth account to spread your sales in the future. Don't forget to change the pictures, auction info, title and everything. Even though the eBay accounts are attached to the same Paypal it's better to change it up either way unless you want another limitation. If the item in question is high risk I wouldn't even try this method though, nothing you can do but wait it out.
