Help me with the non-US ebay account

Hello every pros, I am Japanese and I was seeling on ebay for 1 year. I sold Veros, now all of my accounts was suspend. I am glad I found the forum and I have so many important message.
After I read the ebay steal, I have some problems needs you to help me.

1 I am not USA, CA and Uk, not a friend and relative, how could I get SSN, Address info. I used to creat virtually,now they asked me to fax them Driving License, Bill of credit, I do not know how to solve it. If any pro know how to slove it, please give me some hint.

2 Can I have a USA bank account and I could withdraw the money.I found it is really hard to do transaction with paypal.

3 I have some buyers account more than 30 days ago, I use a checking account to verify the paypal and list a book. Then my account was limited, how could I solve it propoly.

I tried to make an american bank account online with the top ten banks in usa but none of them will let you join them online..most told me that the only way to get one is when i go over there next time to come join them in person with my passport etc !

Thanks. This is not the core issue, what realy bother me is that my account was limited when I even list a book. Then I called then, thay asked me to fax driving license. I could do nothing.
