What is the best method fo changing IPs?

My friend has Road Runner and we can't get his IP to change. We've tried resetting his modem and nothing happens so I'm thinking it's static. Other than dial-up(too slow), what is the best and easiest method for changing IPs frequently? I'm thinking about smart phone tethering but I'm unsure.

I'm not familiar with roadrunner but resetting a modem wont help. Easiest way is with a router and changing the mac on the router

And if its a cable modem with a USB you can also try connecting with the USB instead of network cable

Change the MAC on the router or the PC (if the PC is connect direct to modem)

^^ I went back thru the stealth guide and seen that, never tried it. I'm thinking that is why it didn't work. I'll try that and try changing the MAC.

just buy a router...change the mac takes 20 secs or so...or just go wireless broadband easiest way
