Need to know about eBay Calls

I am using Steath account. After limitation on my account for 10 items. eBay told me to call him so they will discuss with me. I am from India, how should i call to USA number. If i choose different phone number and call him will they caught me ?

Anyone knows which online service is good and cheap for calling India to other countries just like Virtual phone number or call forwarding ?
