[ask] International debit card for paypal withdrawal?

Hello

I'm looking for international debit card for withdrawal such as payoneer mastercard however it takes too much effort to apply for payoneer. Can anyone here recommend one where I could just transfer the money and then get the card and use it for withdrawal option for my paypal?

I need it because my accountS are limited and i don't have other bank options anymore. Also I do not want to withdraw the money to someone else's account.

Also I don't live in US. Entropay does not work.
