As my other Paypal account has been limited and I cannot appeal against it so I would like to have a new Paypal account so I can purchase items on eBay, will it work if I register the new Paypal account on my next door neighbour PC so it will appear his IP not mine? And when I created it do I have to always log onto Paypal at his house with his IP? and my eBay account isn't banned or anything but should I use my eBay account or create a new one for the new Paypal account?

Hello. Ideally you should setup a new eb and a new pp both with the same matching details.

There are a few ways to go about this.

One is to create a new user on your own pc, and use that user to open/access your new eb and pp.

Or you could clear out your cookie monsters (etc.) and use the same user account on your pc.

However, you must use a new ip - either on your internet or your neighbours. You dont really need to use your neighbour for anything really. You should be able to change your ip in your house and use your own pc.

Who is your internet provider? - if you let me know, I can tell you how to reset/change the ip and how to check it.

Its all pretty easy and straightforward once you get the idea on how it all works. Please dont rush into opening new accounts untl you are confidentthat you know what you are doing or they will get closed and you will have to do it all again.
