If I were to get banned selling an item on fixed price and payments were made. Will I be able to ship out item still and keep money in paypal? or does ebay take it back?

If you shipped the item than withdrawl the money quickly and close the paypal account because most of the buyers know that you are banned from ebay and they will take the benefit of charging from paypal. [On Stealth account]

On Real account, if the buyer address is confirmed and you know very well like he purchased from you before than you can shipped the item.

eBay never takes money back until buyer open the dispute on ebay or paypal.

I will entertain the question although some of your questions are getting puzzling...

Once a payment is made and you provide tracking, you should be able to keep the money as long as customers don't make claims.

Also, when eb ay suspends you - they often e-mail customers saying that transaction is cancelled, be aware of fraud, etc blah blah - to scare them so BE AWARE.
