Dial-up VS 2G cellphone

Just wondering if there is a difference in setting up stealth accounts through Dial-up VS 2G cellphone?

Is one better use then other? besides the obvious, screen, keyboard, or mouse... Speed seems the same, IP changes on both..

Would not 2G cell phone still incur some kind of per minute billing?

I don't know to much about 2G phones, I should since they are older, but I think 3G phones would be better for creating stealth accounts.
