DSL Broadband Dynamic IP Providers?

I''ve decided that I'm going to go with a dedicated DSL service for IPs. Now from what I've read DSL IPs are dynamic and almost never repeat themselves. Is this right for all providers, or are some static and some dynamic? I live in South Florida, and am looking for a provider around here, or just a list of known working ones that I can see if they are available. Thank you very much!

Also at the same time, is there a previous thread on routers that support MAC changing? I thought i found one awhile ago but I can't seem to locate it now
