You've got it - EB like to know who they are dealing with. If you allow the cookies and beacons to stay (new user accounts) they recognise you when you come back.

I don't understand what triggers this.
As a non-stealth user for years, I was always on multiple machines, completely reformatting when each broke (as they all have over the years), cleaning, using different ip's - and I was never required to verify anything.
