If I bought an account would I clean cookies change ip address and can I add a new bank account to paypal say with my real name to transfer funds into? Is this all I would need to do and it will work?

B4 you buy any account, you would need to discuss with the seller firstly what the account has and 2ndly let the seller know your expectations.
