Buying new PP and Ebay accnt, some stealth questions

I am planning on buying new Paypal and eBay accnts from the sellers here, and was wondering if tethering from my sprint phone is safe enough for stealth, or should I be getting a VPN service? If VPN service, is there any good ones you'd recommend? Also, with buying the PP accnt, is there a limit of how much I should withdraw I should be trying to avoid ? Thanks. Been out of it for a year, since my last eBay and PP got locked.

Tether is much better than VPN - don't do that.

Limit to avoid? Really depends on what you are selling.

When you say don't do that, you mean don't do VPN?
I am most likely selling digital items thatll be shipped through email.
