No - their feedback process is blocked - tried and tested =)

I have a question aswell, If buyer rejected the cancellation, what are the worst consequences? And do I still need to complete the transaction.

This is what the e*ay message say:-
The buyer, XYZ, has rejected your request to cancel the transaction for (#1111111111) . As a result, you will not receive a Final Value Fee credit for this transaction. Please complete this transaction with the buyer.

Wrong, yes they can leave a feedback, because both buyers and myself have done it recently.

No... 99% of the time it works out good.

I had a buyer contact me and item arrived broken. Did the drill and told him no problem id refund to please accept cancellation refund request. 3 days later still no response so I sent him a reminder and a little personal note. Still no response.... After 5 days I get a notice from ebay that customer opened a case and is requesting a refund. WTF? Now I had 2 cases open for the same item. You would think he would get a notice that a case is already open. All he had to do was accept. I ended-up copy and pasting the information that states "waiting on buyers response" from 5 days prior.

He then accepted cancellation. Now im stuck with one un-resolved case because no way to cancel his case since the case was already closed when he accepted my cancellation... Screwy

Yes you can leave feedback. I have customers do it all the time, I always leave them feedback as well.

Where the seller opens a cancellation request, feedback can still be left after the transaction is cancelled.

Where the seller opens an unpaid item case, feedback cannot be left after the unpaid item case is closed (assuming the buyer never paid).
