So, since I use a wireless connection, I decided to use my neighbor's connection because it changes the IP. However, I have used this IP to go on regular (non PayPal or eBay pages) websites while having cookies from my limited account on my computer. Is this an issue?

no other sites cookies are not read by eb/pp and viceversa...get your own connection moocher!

I do. But it has the same IP as my old PayPal/eBay.

I never found anything in the guide about changing an IP with this type of connection.

Talk to your ISP - tell them you want dynamic IP - if they wont do it get yourself another ISP - clear all cookies and beacons that lead back to your old account and don't go near those accounts again. Simple. Job done.
