PayPal dispute process

My next door neighbor just asked me a question that I don't know the answer to because I've never been in this situation.

She opened an ITEM NOT RECEIVED dispute through PayPal after she bough some goods from a guy on Gumtree (outside eBay). After a week the phone arrived so in her pleased state she closed the dispute. Now she realises it's a clone and only worth about a tenner (she paid £200!).

I know you can change the status of a dispute from INR to SNAD but since she closed the INR can she re-open a SIGNIFICANTLY NOT AS DESCRIBED??/ I fear the worst.

Cheers

Actually, if she gets the sympathetic ear of a paypal staffer, she could. She's not reopening the 1st claim (INR) but making a 2nd claim.... there is a subtle difference.
Also find out how she paid from her paypal balance or funded via credit card. If a cc, then she should do a chargeback.

AND, ask her why she was so silly to do craiglist....for a phone

Thanks GB...helpful and concise as usual. I did give her a roll of the eyes when she told me where she had bought it.

I take it that it's a call that is required then? Rather than opening the standard SNAD dispute online?

Well, if she closed the dispute she can not open anther one, But she can call paypal and explain to them and they will open a dispute on her behalf
If she will do a charge back she might lose her account too, coz paypal will be very upset.

Oh, it's a call in required.

I'd be looking at some subtle coaching from you ;).... but B4 you say anything to her just confirm you get this:

INR filed but as soon as item received, claim cancelled. Because of not want troubles for the seller, claim cancelled at once. paypal accepted cancellation.

However, on closer examination, item in box does not match description. And gee what do I do know, please paypal :
Carefully handled, paypal should be OK:amen:
